Subject: FW: Ombudsman Office Weekly Update 2-17-2017

Your Ombudsman Office opened 10 cases this week on City of Dayton Water, Food Stamps, Ohio Works First, the IRS, and Greater Dayton Premier Management for households in Dayton, Miami Township, Miamisburg and Trotwood.

We were pleased this week to assist a young woman to obtain child care so that she can continue in classes.  The young woman was initially denied child care because she reported she has no income.  The caseworker wanted an explanation of how the young woman could live with no income.  We assisted the young woman to provide the required documentation (Percentage of Income Plan for DP&L, utility card from Section 8, and a statement from her mother of the support she provides), and the child was approved for day care the same day.

We also assisted a man who was eligible for QMB. The Qualified Medicare Beneficiary program means that Medicaid will pay for his Part B Medicare because of his low income.   His date of eligibility was 4/1/2016.  But a mistake was made on the paperwork that went from the Department of Jobs and Family Services  to Social Security which changed his date of eligibility to 8/1/2016.  He had been trying since August to get someone to listen to him and correct the date.  We contacted the Department and a correction was sent to Social Security.

We provided brief assistance or referrals to 19 households in Brookville, Dayton, Harrison Township, Huber Heights, Kettering, Miami Township Oakwood and Trotwood.  The subject of the inquiries were City of Dayton Water, Montgomery county Courts, Earned Income Tax Credit, Medicare, Social Security, Community Action Partnership - Home Energy Assistance Program, requests for emergency assistance for DP&L, rent and water, housing rights questions, legal questions, the Ohio Department of Education, and the Ohio Public Utilities Commission.

This week our Long-Term Care Ombudsmen participated in six surveys by the Ohio Department of Health by informing them of the complaints we had verified, and we visited 8 area facilities and trained two new volunteers.

Facebook Weekly Update: February 13, 2017 – February 17, 2017

"Man gets Automatic Payment Restored"

A man contacted the Ombudsman for assistance in having his Medicare Part B premium automatically deducted.  He had sent paperwork to the Social Security Administration (SSA) in April 2016 for the deductions to begin.  He noticed that the payments were not being withdrawn. He called the Social Security Administration and was told that it takes time for the system to process such changes.  The man had receipts for payments he made in order to maintain his coverage from April of 2016 through October 2016.  He called the Ombudsman when he received a notice that his Medicate Part B was going to be stopped.

The Ombudsman contacted the Social Security Administration (SSA) and requested the matter be investigated.  Staff at the SSA found that the man had written his bank account information on paperwork returned to the SSA.  The man is not currently receiving any benefits from the SSA.  The SSA will withdraw the payments for Medicare Part B from any benefits payment which the SSA is sending to beneficiaries.  The man's coverage was briefly interrupted, but was reinstated and he received a new Medicare card.  Any medical bill he received for services going back to April 2016 would be covered.  The man was grateful to have the matter resolved and proceeded to have automatic payments made from his bank.

The Ombudsman Column, a production of the Joint Office of Citizens' Complaints, summarizes selected problems that citizens have had with government services, schools and nursing homes in the Dayton area. Contact the Ombudsman by writing to the Beerman Building, 11 W. Monument Avenue, Suite 606, Dayton 45402, or telephone (937) 223-4613, or by electronic mail at
ombudsman@daytonombudsman.org or like us on Facebook at "Dayton Ombudsman Office."
