BZA To Consider Mining Request

The Miami County Board of Zoning Appeals will meet Oct. 27th to consider a conditional use application for a limestone
surface mining operation at 2332 W. Farrington Rd. between Troy and Piqua

The application by Piqua Materials was filed in late September with the Miami County Planning and Zoning Department.

The appeals board will meet at 7:00PM at the Troy Junior High School cafeteria.
The application seeks the conditional use to allow for extraction, processing and sale of limestone materials.

At least two neighboring property owners told the county commissioners this spring they opposed a mining
operation.

They were concerned about traffic from farm equipment and potential impact on groundwater.

The commission voted in late March to approve a required designation of truck hauling routes for the proposed
operation.

The commission was told that state law requires the county engineer's office to make a recommendation on
the preferred  haul routes before a conditional use application is filed.

From: Dan Foley; County Commissioner
Subject: Update: Heroin/Opioid Collaborative

Thank you for your continued support and interest in establishing a Collective Impact Action Plan to confront the heroin/opioid epidemic that is plaguing our community.

Our goals are to stabilize the number of people dying from drug overdoses and then work on reducing the number of people addicted.

We had a successful kick off meeting on September 28th that featured a compelling presentation by Montgomery County Health Commissioner Jeff Cooper who outlined how we will use an incident management system model to address the heroin/opioid epidemic.  We will attack this threat as we would any other public health/safety epidemic.

In addition, Ruth Simera, Program Administrator for the Northeast Ohio Medical University (NEOMED), outlined the critical need for Sequential Intercept Mapping (SIM) when addressing this epidemic.

Our next steps include:

Prepare a formal request to Ms. Simera to initiate Sequential Intercept Mapping (SIM) here in Montgomery County to improve the local response to those living with addiction.

Form a Steering Committee comprised of stakeholders from federal, state and local elected officials, government agencies, law enforcement, the courts, treatment providers, community organizations, addiction support groups and other interested parties.  This cross-systems representation will guide the overall vision and strategic direction.

Establish the Backbone Support that will be made up of 6-8 representatives from Public Health, ADAMHS, the Greater Dayton Area Hospital Association, the Montgomery County Sheriff's Office, and the Dayton Police Department.  The backbone group guides the vision and strategies, establishes shared measurement practices, advances policy and mobilizes resources.

Launch a Joint Information Center (JIC) that will develop and share common messaging with all stakeholders and the community.

Establish the Operations Section that will implement the Action Plan.

If you were unable to attend the kick off session, please visit the website below to review the material and watch the video of the presentations:
http://www.mcohio.org/departments/human_services_planning_and_development/fcfc_strategic_planning.php

We will continue to keep you informed and involved in this process. We need your continued involvement to have the best chance for reaching our goal of stabilizing, then reducing the number of drug overdose deaths. If you have questions or ideas, please email them to info@phdmc.org.  Thank you.

From: Diane Welborn; Ombudsman, The Ombudsman Office
Subject: Ombudsman Office Weekly Update 10-07-2016

This week your Ombudsman Office opened a dozen cases for residents of Dayton Harrison Township, Miamisburg, Moraine and Trotwood on the Montgomery County Courts, Daycare, Food Stamps, Medicaid, HUD, Social Security and the BMV.

We provided brief assistance and information to another 40 households on the FCC, Medicare, Social Security, the Department of Labor, the VA, GDPM, the Attorney General, the BMV, the BWC, the Ohio Department of Insurance, and the Ohio Public Utilities Commission. These families live in Brookville, Centerville, Dayton, Englewood, Harrison Township, Huber Heights, Kettering, Moraine, Oakwood, Riverside and West Carrollton.

This week we assisted a family to obtain a replacement of their food stamps because all their food spoiled in a power outage.  We obtained the evidence from DP&L that was needed.  We also help a victim of domestic violence, whose property had been severely damaged while she was not at home, to make an application for assistance through the Victim of Crime Assistance Program.

We welcomed a new graduate intern from the University of Cincinnati social work program, Robert T. Ballard, Jr.

This week our Long-Term Care Ombudsman Program opened cases in ten facilities in our area on physical abuse; lost personal property; a shortage of staff; lost laundry; inadequate care plan; pressure sores; failure to respond to requests for assistance; personal hygiene; and billing charges.  We visited 10 nursing homes and 10 Adult Care Facilities this week. We participated in six surveys by the Ohio Department of Health to report the violations we have encountered in the facilities they are inspecting.

My guest on "The Ombudsman Program" on DATV on Monday, October 10 will be the City of Dayton Director of Public Works, Fred Stovall.

Son's coverage clarified for mom

Recently the Ombudsman had the opportunity to assist an 84 year-old mother to understand and help provide medical coverage for her adult disabled son. The son had been receiving Medicaid benefits, and those benefits ended in May of 2016. The mother received the notice of termination in May, and did not understand why the benefits ceased. The mother contacted the Ombudsman seeking assistance to have the Medicaid benefits reinstated.

The Ombudsman contacted staff at the Montgomery County Department of Job and Family Services (ODJFS). Because the son is disabled and receives Social Security Disability (SSD), he became eligible for Medicare in May. The son's income from SSD is $880 per month. When the son became eligible for Medicare, he became ineligible for the Medicaid he had been receiving. However, because of the son's income, he is eligible for a program called Qualified Medicare Beneficiary (QMB), through which his Part B Medicare premiums will be paid. The mother was pleased to understand the coverage for her son.

The Ombudsman Column, a production of the Joint Office of Citizens' Complaints, summarizes selected problems that citizens have had with government services, schools and nursing homes in the Dayton area. Contact the Ombudsman by writing to the Beerman Building, 11 W. Monument Avenue, Suite 606, Dayton 45402, or telephone (937) 223-4613, or by electronic mail at ombudsman@dayton-ombudsman.org or like us on Facebook at "Dayton Ombudsman Office."
