The Hero/Shero of Health award honors the hard work, special achievements, and good deeds of "unsung heroes."   Many individuals are overlooked because they are not widely known or work behind the scenes at smaller organizations. Nominations are open to anyone working to improve the overall health condition of minorities.

While much of the first 6 months has been spent getting organized, we have been able to make progress in several areas of our CHIP. Most importantly, Montgomery County is beginning to truly embrace the concept of Collective Impact. With the entire community aligning their efforts to focus on a specific problem, while using a common agenda and measures of success, we will begin to see an improvement in birth outcomes, chronic diseases, and access to behavioral health services.

As you may have heard, DHS is currently looking to contract with Corrections Corporation of America to hold immigrants in the Northeast Ohio Correctional Center in Youngstown prior to deportation.  Use of private prisons are bad policy for a variety of reasons and utilizing them to hold even more people is a terrible idea.

This runs counter to a mountain of conventional wisdom about the mood of the country.

First fee increase in six years to take effect Dec. 23...
    

USCIS signatureWASHINGTON – U.S. Citizenship and Immigration Services today announced a final rule published in the Federal Register today adjusting the fees required for most immigration applications and petitions. The new fees will be effective Dec. 23.

USCIS is almost entirely funded by the fees paid by applicants and petitioners for immigration benefits. The law requires USCIS to conduct fee reviews every two years to determine the funding levels necessary to administer the nation's immigration laws, process benefit requests and provide the infrastructure needed to support those activities.

Fees will increase for the first time in six years, by a weighted average of 21 percent for most applications and petitions.   This increase is necessary to recover the full cost of services provided by USCIS. These include the costs associated with fraud detection and national security, customer service and case processing, and providing services without charge to refugee and asylum applicants and to other customers eligible for fee waivers or exemptions.

The final rule contains a table summarizing current and new fees. The new fees are also listed on the Form G-1055, Fee Schedule, and website. Applications and petitions postmarked or filed on or after Dec. 23 must include the new fees or USCIS will not be able to accept them.

"This is our first fee increase since November 2010, and we sincerely appreciate the valuable public input we received as we prepared this final rule," said USCIS Director León Rodríguez. "We are mindful of the effect fee increases have on many of the customers we serve. That's why we decided against raising fees as recommended after the fiscal year 2012 and 2014 fee reviews.  However, as an agency dependent upon users' fees to operate, these changes are now necessary to ensure we can continue to serve our customers effectively.  We will also offer a reduced filing fee for certain naturalization applicants with limited means."

Changes in the new fee schedule can be found here. Highlights follow:
     

  • A modest fee increase of $45, or 8 percent, from $595 to $640 for Form N-400, Application for Naturalization.
    • USCIS will offer a reduced filing fee of $320 for naturalization applicants with family incomes greater than 150 percent and not more than 200 percent of the Federal Poverty Guidelines. For 2016, this means, for example, that a household of four with an income between $36,000 and $48,600 per year could pay the reduced fee. Those eligible may apply for this option using the new Form I-942, Request for Reduced Fee.
  • The fee for Form N-600, Application for Certificate of Citizenship, and N-600K, Application for Citizenship and Issuance of Certificate Under Section 322, will increase from $550 or 600 to $1,170.
  • A new fee of $3,035 is required for Form I-924A, Annual Certification of Regional Center.


In preparing the final rule, USCIS considered all 436 comments received during the 60-day public comment period for the proposed rule published May 4.

This project would endanger the health and safety of the surrounding community, trample on tribal rights, and dramatically increase carbon pollution."

Once again, the U.S. Army Corps of Engineers is on the verge of rubber stamping a massive fossil fuel infrastructure project that would trample Native American rights and fuel runaway climate change.

The proposed Millennium Bulk Terminal port in Longview, Washington would be the largest coal export terminal in America and ship 44 million tons of coal each year from mines in Montana and Wyoming overseas. The Army Corps just released its own glowing Environmental Impact Statement (EIS) of the project that glosses over many of the environmental consequences and completely ignores the impact the project would have on Northwestern tribal rights and climate change.1

The Army Corps is accepting public comments on the proposed terminal, and we need as many comments opposing this terrible idea as possible to stop this project before it gets off the ground.

If completed, the project would spread toxic coal dust throughout communities in the Northwest, directly threatening the health of residents through toxic air and water pollution. And the terminal, if built, would be one of the biggest greenhouse-gas emitters in Washington.

As they did with the Dakota Access pipeline in the upper Midwest, the Army Corps is again ignoring the impact fossil fuel projects have on tribal communities. According to Washington's environmental study, the effects on Native Northwestern tribal fishing could be enormous, saying the mile-long uncovered coal trains "would cause physical or behavioral responses in fish or affect aquatic habitat in the Columbia River. These impacts could reduce the number of fish surviving to adulthood and returning to areas upstream of Bonneville Dam, thereby affecting the number of fish available for harvest by the tribes in the Columbia River."2

Earlier this year, the Lummi tribe and allies defeated the proposed Gateway Pacific coal terminal in Washington for violating tribal fishing rights.3 And more recently in the upper Midwest, the ongoing protests by the Standing Rock Sioux and thousands of activists have forced the government to acknowledge its failings in its approach to tribal rights. Recently, when a judge refused to issue an injunction on the Dakota Access pipeline, the Department of the Army, the Department of the Interior and the Department of Justice halted the pipeline's construction on Native land anyway, saying "this case has highlighted the need for a serious discussion on whether there should be nationwide reform with respect to considering tribes' views on these types of infrastructure projects.4

This time, however, the Army Corps is completely ignoring any impact the coal train routes would have on tribal communities and is also taking a dangerous and narrow view of carbon emissions. They are ignoring the 27 million tons per year of net carbon-dioxide emissions that would result from burning the coal overseas.5

This spring, 250,000 people – including 85,000 CREDO activists – spoke out to stop this project after Washington issued its EIS. Activists have been making hundreds of phone calls and packing public hearings at every opportunity. But the coal industry isn't giving up easily, and we need to continue fighting to keep dirty coal in the ground where it belongs.

At a time when sovereign tribal nations are under attack by the fossil-fuel industry, we should not be investing millions more in a dirty project that tramples tribal rights and further promotes climate change. Let's make sure regulators hear us loud and clear that this project is dirty, dangerous and violates the rights of Native tribes.

Over the weekend, 141 peaceful Indigenous warriors and allies were maced and arrested for defending their land from the Dakota Access Pipeline (DAPL). And with winter coming, even tougher times are ahead for the water protectors in North Dakota. President Obama has already proven he can halt construction: stand with the Standing Rock Sioux Tribe in demanding he permanently reject the pipeline now as part of his climate legacy.

Besides violating sovereign treaty rights and desecrating sacred sites, the pipeline is a ticking time bomb: its route crosses the Ogallala Aquifer and the Missouri River, meaning that a leak could poison the drinking water of millions of people. Sunoco Logistics, the company responsible for operating the DAPL, spilled 55,000 gallons of gasoline into the Susquehanna River just last week.

Over 50 tribes from around the world have come together in an unprecedented show of unity and resistance, and this weekend, peaceful warriors moved their camp directly into the path of the pipeline.

Other98 has the great honor of working directly with the Standing Rock Sioux Tribe to stop this pipeline. The permits aren't final yet: join us in telling President Obama to use his remaining days in office to reject the DAPL permanently.

This President has taken a number of audacious actions against Big Oil, including his rejection of the Keystone Pipeline and drilling in the Arctic and Atlantic Oceans. Now we must convince him that rejection of the Dakota Access Pipeline could be a central pillar in the Obama Climate Legacy.

Subject: They're doing WHAT to Native women???

Right now, Native women are being strip-searched and jailed in Standing Rock, North Dakota.1

The women, who are members of the Standing Rock Sioux tribe, have been peacefully protesting to stop the construction of an oil pipeline that would destroy sacred sites and threaten the water supply for millions of families. In response, North Dakota authorities have started to arrest, strip-search, and hold protesters for days without bond. One woman was arrested without any cause given, stripped naked, and left naked in a jail cell overnight.2

The protests have gotten a ton of national attention, but not many know about the abusive arrests and violent strip searches. The Department of Justice, which officially sided with the resistance efforts a few weeks back, has the authority to step in and stop local authorities from abusing the law.3 If we speak up in huge numbers, the Department of Justice will intervene again.

If you thought the abuse of Native women and families is a thing of the past, you're wrong. Oil pipeline leaks are notoriously common--and poisonous. That's why the construction of the North Dakota Access Pipeline was moved away from the state capitol, where state officials with more political power were afraid of the damage the pipeline would cause. Instead, it's being built under the Standing Rock Sioux tribe's and millions of other people's main source of drinking water.4

These water protectors, who are also currently fighting the pipeline in court, have been facing increasing terror from local authorities trying to further the pipeline's construction. Authorities have begun to deploy military-grade weapons, attack dogs, drones, and now sexual humiliation as a way to stop the protests.5

The good news is that, a few weeks ago, the Department of Justice sided with water protectors and ordered the pipeline construction temporarily halted. If we speak up by the thousands with the water protectors, the Department of Justice will step in once more to stop the violent arrests.

I just got back from Ohio, where I performed and filmed a one-man show in front of an audience consisting of many undecided voters, third-party voters, former Bernie supporters like me, people who are thinking of not voting—and yes, even Trump supporters, many of whom used to be part of the middle class and are now justifiably angry and thinking of Trump as their means of revenge against a system that has left them behind.

It was clear while I was in Ohio—and it's clear as I sit here at home in Michigan, also a battleground state—that this election could go seriously, seriously wrong, especially if there's low voter turnout. I can't knock on enough doors to swing the election by myself. Which is why I'm writing you today with a simple request:

While I was making my new movie, "Michael Moore In TrumpLand," I spoke to many Trump supporters, and I've gotta tell you: They are decisive, organized, and disciplined. They are up at 5 a.m., organizing for their candidate.

And let's be honest: For a number of reasons, there are a lot of progressive-leaning voters who aren't yet tuned in or fiercely committed to voting for Hillary Clinton. They might vote, but they need a personal reminder about why this is so important.

And then look at the hurdles that are thrown up to stop poor, Black, and Latino folks from voting. There are longer lines in Democratic-leaning neighborhoods in big cities, and many states have discriminatory voter purges and ID laws. Voter suppression is what our side faces every election.

We can win only if we get out the vote and protect the right to vote. We have to do EVERYTHING WE CAN DO to stop Trump, repudiate his politics on Election Day, and hold Republicans up and down the ballot accountable for his toxic campaign.

And that's what MoveOn is doing, especially in key swing states. Which is why I'm asking you:

Working hard from now to Election Day is critical—both to keep Trump out of the White House and to take back the Senate.

After meeting so many Trump supporters, I have to tell you quite honestly that Trump could still win the White House. He may win, in part, because so many Hillary supporters—thanks to her stunning victories in the debates and his continued implosions—have now sat back, relieved and confident that the "election is in the bag!" Maybe you feel the same way, or maybe not.

No matter what you think about Clinton's chances right now, our task from now through Election Day is clear: We must turn out voters. Because we need to be absolutely sure that Trump loses. And we need to make sure we get a Democratic Senate—one with Bernie Sanders and Elizabeth Warren leading the way.
